There is no need to "open" the downloaded SWF file directly. For viewing the Flash banner, you have to embed the SWF file into a web page using the banner code and open this web page in your web browser, which has a specific plug-in for displaying Flash content.
For playing stand-alone (not embedded) Flash SWF files on your computer, you might need to install free Swiff Player.
